WorkflowCannotStartWorkflow (35100) In Project Server 2013

During creating a new Project in Project Server 2013, I got the following error details

GeneralQueueJobFailed (26000) GeneralQueueJobFailed (26000) –WorkflowCheckinNotify.ProjectCheckinNotifyWorkflowMessage.

Scenario:

When I tried to create a new project from Project Center using Enterprise Project Type (EPT) in Project Server 2013.

I filled the Project details then I clicked on Save.

The processing step is started.

Then Creating Enterprise Project step is started.

But in Creating Enterprise Project step the process is stuck and got the following dialog.

I clicked on Go to My Queue Jobs that navigate to Queue Job Status

At Error Column I clicked to view error details,  I got the following error details

GeneralQueueJobFailed (26000) GeneralQueueJobFailed (26000) –WorkflowCheckinNotify.ProjectCheckinNotifyWorkflowMessage.

In some cases, I got the following error details:

WorkflowCannotStartWorkflow (35100)

Cause:

  1. The associated workflow to Enterprise Project Type (EPT) has errors or need to republish.
  2. The Workflow Manager is installed but it’s not working properly.
  3. The Workflow Manager is installed but it’s not registered properly.
  4. The farm needs to be cumulated updated.
  5. You have customized the default project site template.

Solution:

  1. Associated Workflow to EPT has errors or need to republish.
    • If you associate a workflow to EPT.
      • Try to check it for errors via SharePoint Designer and republish it again.
    • If you don’t associate a workflow to EPT.
      • Try to create a simple one and associate it to EPT.
  2. The Workflow Manager is installed but not working properly.
    • Check if SharePoint farm at least updated to March PU 2013 (Service Pack 1 is recommended ).
    • Check “workflow service application” in the central administration is started and connected.
    • Check “App Management Service” is started.
    • Make sure that the following services are started.
      • “Service Bus Gateway”
      • “Service Bus Message Broker”
      • “Windows Fabric Host Service” (FabricHostSvc)restart service bus gateway
    • Restart the WorkflowServiceBackend service using CMD by typing
      • net stop WorkflowServiceBackend
      • net start WorkflowServiceBackend
  3. The Workflow Manager is not installed and not registered properly.
  4. The latest Cumulative Update is not installed.
  5. You have customized the default project site template.
    • In some cases, I I got this error GeneralQueueJobFailed (26000) GeneralQueueJobFailed (26000) –WorkflowCheckinNotify.ProjectCheckinNotifyWorkflowMessagebecause I have customized the default project site template, by adding a new custom web part, modify the lists ….etc.
    • In this cases, the project will be created successfully with its project site, but unfortunately, when you try to navigate to the project site, you maybe got 403 error. 
      • In my case, I tried to trace the issue by closing all custom web part from maintenance page by navigating to http://url/pwa/site1/default.aspx?contents=1
      • Then again add the closed web part one by one, until got the web part that causes the issue. it was a permission issue with the file system.it’s not a general issue but you may face it.
